The Failure of the 28-Article Ceasefire Plan for Ukraine: How Diplomatic Efforts Continue to Stumble

Europe breathed a deep collective sigh of relief on Monday, as the tension caused by the announcement of a new comprehensive peace framework for ending the war appeared – momentarily – to have been contained. A American diplomat spoke of "significant advancement" after bilateral negotiations in Geneva. On Monday night, Moscow made its retaliation: an extensive attack of missile and drone strikes on Kyiv.

The Pattern of Peace Talks and Military Action

The chain of conflicting incidents captured the harsh reality of the outgoing year. By day, political struggles are conducted: hopeful statements are released from different nations. Significant resources is devoted on managing certain initiatives. By night, the Kremlin forcefully demonstrates the world that, for them, war remains the key method for achieving "settlement".

Nocturnal Warfare

As the offensive progressed into the early hours of Tuesday, the present situation of Ukraine's defenselessness was laid bare. Ukraine is equipped to monitor projectile deployments from enemy soil, a ability afforded by up-to-date information. From vantage locations, defense planes that had been dispatched to intercept incoming guided weapons flew past – modern combat jets supplied to Ukraine by Western partners.

Soon thereafter, Kyiv's air-defence systems activated: multiple launches targeted at a hostile projectile. This was a sophisticated defense system at work, probably delivered by allied countries. Every deployment creates sudden vibrations, rattling buildings. The brief panic quickly gives way to sober acceptance: maybe the hostile projectile won't cause damage this time, protecting urban areas from devastation and further power outages.

Continuous Dangers

Not long after, a large-caliber weapon engaged a drone in the vicinity, part of a defensive team – most likely imported technology. Regrettably, the shots failed to hit the opposing UAV – it maintained course toward its destination.

Intermittently, this continued until dawn. Kyiv awoke to the early updates: several casualties, devastation and infrastructure problems in numerous residences as a result of the evening attack. As typically, everyone still maintained normal activities – living the war. But those 24 hours demonstrated Ukraine's essential dependence on international aid – a reliance that European nations are clearly incapable to fill in the immediate future.

Failed Diplomacy

The 28-point plan from US administration provoked deep reactions, controversy and deep concern – and briefly redirected concern from Ukraine's most significant graft case in years. Yet, we have witnessed similar scenarios, after earlier high-level meetings and international summits.

Every new initiative from American administration follows the identical sequence: a negotiation push against Ukraine, which Kyiv, with partner nations, manages to fend off. They manage the tension but never actually win the battle. This pattern will, no doubt, endure.

Political Considerations

It is tempting to accuse certain parties of consistently pushing Russian terms. But that does not seem to be the entire situation. Washington operates on a assumption familiar among experienced diplomats: you cannot achieve through diplomacy what you have been unable to protect through force. The American government believes that it is impossible to pressure the Kremlin to relinquish the land that it presently holds in Ukraine's southern or eastern regions.

The challenge is that while acknowledging this situation, American administration does little to deter Moscow, through words or deeds, from thinking that the situation will not evolve additionally in its favour in the coming year.

Opposing Positions

Therefore, Moscow is confident that duration works to their advantage – that Ukraine and its supporters are approaching exhaustion. Their incentive to accept conditions that does not give them the greatest potential benefit is close to zero. There may be numerous efforts to stop fighting, but they will carry on as long as Russia's leader remains supremely confident in the outcome.

On the contrary, Ukrainian leadership believes that Ukraine can still persist, progressively conceding civilians and areas but avoiding a total frontline collapse until conditions improve in its benefit.

Existing Situation

Realistically, there are no actual prerequisites for a truce. Now, subjective factors are coming into play: personal goals to mediate resolution and secure international recognition, and the government's twin challenges – on one hand, not to alienate a key ally, and on the other, to mobilize citizens around the flag against any initiative Kyiv finds unworkable, so that their focus does not shift toward internal issues. And although their mission will now be significantly challenging after current events, it remains highly unlikely that this will modify their basic position.

These two forces are influencing discussions.

Summary and Prospects

It took a just a single week to terminate the proposed articles of the current initiative. Aggressive and erratic handling of the matter by Washington, opposition by Ukraine and the rest of Europe, along with soothing efforts of negotiators, and finally, current information leaks, all served their function.

While new initiatives based on established approaches are forthcoming, Kyiv, London and other European capitals should draw one fundamental conclusion: Ukraine and Europe will only be able to resist negotiation assaults from Washington that are rooted in Kremlin requirements and show specific hesitation to change the course of events, if they remain united and enhance their military capacity at a considerably quicker tempo. If they do, neither political nor armed coercion will be able to break them. In the meantime, Ukraine's capability to repel nightly air assaults will, for the predictable period, primarily depend on sustained allied backing.
